Cut the scallions into large pieces. Put pork ribs, ginger slices and scallions into a pot of water. Let it come to a boil.
Once the water comes to a boil, let it boil on medium high heat for about 5-10 minutes, until there are scums that are floating.
Discard the water, scallions and ginger slices. Gently wash the pork ribs with warm water.
Put about 1 tbsp of oil into a pan, stir fry the pork ribs on medium high. Stir fry the pork ribs for 2-3 minutes. Add in sugar
Stir fry until the pork ribs are coated with sugar.
Add in the vinegar. soy sauce, dark soy sauce and salt.
Transfer the ribs into a pot. Add water until it covers the ribs
Let it braise for about 30-40 minutes on medium. Check periodically to make sure the water is reduced down to a thick sauce.
Taste and ½ tbsp of sugar and 1 tbsp vinegar if needed.
Once the juices have reduced, it's done. Serve with rice.
